Summary Objective

The purpose of this position is to direct and evaluate epidemiological disease intervention, prevention activities including health indicators.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Prepares and presents information to health officials, the media and the public.
• Directs surveys and questionnaires to collect and assess information on diseases and health indicators.
• Directs the preparation of technical reports on epidemiological studies, investigations and research community health service programs and projects of a major division.
• Directs Immunization program and Health Informatics.
• Represents the department to the public to coordinate, explain and discuss programs and services.
• Selects scientific sampling techniques, and prepares statistical analysis of study data.
• Reviews reports and maintains epidemiology publications, periodicals and literature to determine disease and health indicator trends.
• Prepares recommendations and plans of action to reduce the occurrence and severity of communicable, infectious, or other diseases and to address identified issues.
• Consults with staff to discuss problems, program performance standards, workflow, resources, protocols, quality assurance methods, and progress on projects.
• Assists in budget preparation and monitors and controls expenditures.
• Develops and implements policies and procedures to comply with federal, state and local laws, programmatic guidelines, professional standards, theories and regulations.
• Directs, researches, collects, analyzes and interprets data to perform epidemiological studies on distribution and determinants of communicable, infectious, or other diseases and health indicators.
• Directs field investigations during disease outbreaks, prepares technical and statistical reports and completes special projects.
• Directs program reports to ensure compliance with grant or disease reporting regulations, and provides technical assistance and information concerning regulation procedures or grant performance requirements.
• Directs the collection of statistical data, analyzes budget and productivity data, evaluates staff needs and available resources, conducts trend analysis, and prepares comprehensive reports concerning program or project operations and services.
• Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

• Master’s Degree in Biostatistics, Community Health, Epidemiology, Public Health or related discipline.
• Four (4) years of epidemiology, scientific statistical analysis, or medical research experience, including one year of managerial experience or an equivalent combination of education, training and experience.

 PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
