Job Title: Executive Director, Health Economics & Outcomes Research (HEOR) & Market Access

Position Summary
The Executive Director, HEOR and Market Access will lead the development and execution of global strategies to ensure patient access, reimbursement, and value demonstration for the company’s portfolio. This role will oversee global market access, health economics, real-world evidence, and outcomes research to support pipeline, launch, and lifecycle management. The Executive Director will manage and develop global HEOR and Market Access teams contributing to overall corporate strategy, portfolio prioritization, and long-term value creation. The role will have a strong focus on oncology and rare disease markets, where innovative evidence generation and access models are essential.
Key Responsibilities
Strategic Leadership
• Define and implement the global market access and HEOR strategy across clinical pipeline and in-line assets.
• Partner with Clinical Development, Medical Affairs, and Commercial to ensure evidence generation aligns with regulatory, payor, provider, and patient needs.
• Develop value frameworks that differentiate products in competitive landscapes.
Market Access
• Lead global reimbursement, and payor value strategies.
• Develop global value dossiers, AMCP dossiers, and HTA submissions to support formulary access and reimbursement decisions.
• Provide oversight for affiliate/region-specific market access execution and alignment.
• Build trusted relationships with payors, HTA agencies, and policy stakeholders to secure access opportunities.
HEOR & Evidence Generation
• Oversee the design and execution of economic models, cost-effectiveness studies, budget impact analyses, and real-world evidence initiatives.
• Ensure integration of patient-reported outcomes (PROs) and quality-of-life (QoL) endpoints into clinical development.
• Drive publication of HEOR data in peer-reviewed journals and presentation at global congresses.
• Leverage real-world data to generate evidence that supports value demonstration across the product lifecycle.
Collaboration & External Engagement
• Collaborate with Policy, Patient Advocacy, and Medical Affairs to ensure strategies reflect patient and societal perspectives.
• Engage external academic experts, research partners, and data providers to generate innovative value evidence.
• Represent the company at payor, HTA, and scientific forums.
Leadership & People Development
• Lead, mentor, and manage global HEOR and Market Access teams, ensuring consistency of strategy and execution across regions.
• Build organizational capabilities to support access and value demonstration worldwide.
• Manage budgets, vendors, and timelines with operational excellence.
• Represent the company at key external forums, scientific meetings, and payor/HTA engagements.
• Champion a culture of innovation, scientific rigor, and patient focus.
Qualifications
• Advanced degree in health economics, public health, pharmacy, life sciences, or related discipline (PhD, PharmD, MD, MPH, MSc preferred).
• 12–15+ years of progressive leadership experience in biopharmaceutical Market Access, HEOR, or related functions.
• Demonstrated success managing global Market Access and HEOR teams, with strong leadership across geographies.
• Proven track record of achieving reimbursement and market access in multiple global regions.
• Deep expertise in HTA processes, payor decision-making, and healthcare policy.
• Strong publication and scientific communication record in HEOR and outcomes research.
• Excellent communication, negotiation, and stakeholder engagement skills.
• Oncology and rare disease experience strongly preferred — with demonstrated understanding of unique evidence needs, payer challenges, and innovative access models in these therapeutic areas.
• Travel expectations 20-25%; Ability to travel internationally as needed.
