Overview:
The CDC Foundation is seeking a Research, Epidemiology and Program Evaluation Specialist to support the New York State Department of Health. Under the direction of the New York State Department of Health, contracted staff will assist senior staff in the Office of Sexual Health (OSHE), AIDS Institute in performing epidemiologic analyses, data management and quality assurance activities, and program evaluation related to sexually transmitted infection (STI) surveillance and the Ending the Epidemic (ETE) Initiative.
Required Qualifications:
- A bachelor’s degree with a minimum of nine (9) semester hours of mathematics or statistics; and a minimum of two (2) years of research, evaluation, or epidemiologic experience OR a Master’s degree in public health or a related field and a minimum of one (1) year of research, evaluation or epidemiologic experience.
- Intermediate to strong SAS skills.
- Strong computer skills with the ability to learn new programs.
- Strong data management and analytical skills, with the ability to gather and analyze information from various sources and work with complex data systems.
- Excellent writing and communication skills, with the ability to clearly and thoroughly present quantitative and qualitative review findings to interested parties with varying technical backgrounds.
- The ability to work independently, as well as in a team environment.
Preferred Qualifications:
- Knowledge of the AIDS Institute populations (STI, HIV, HepC, Drug User Health, etc.) or other communicable diseases, preferred but not necessary.
- Experience working with confidential datasets and/or protected health information (PHI), preferred but not necessary.
Responsibilities:
- Conduct data management activities, including the manipulation of large-scale databases and assisting with the development, implementation, collection, processing, and analysis of databases maintained by the AIDS Institute.
- Perform epidemiologic research and evaluation work related to STI morbidity and prevention/intervention strategies such as PEP, PrEP, and Expedited Partner Treatment) to guide programmatic decisions.
- Assist with other research and evaluation efforts by performing literature reviews, conducting and interpreting data analyses, reporting findings, and contributing to research publications and presentations.
- Facilitate the use of AIDS Institute maintained databases for programmatic purposes by assisting with data quality assurance activities and preparing analytic datasets.
- Assist in the review, update, and revision of operations guidance, policies and procedures, supporting technical documentation, and data dictionaries for programmatic purposes as assigned and deemed necessary by program staff.
- Collaborate on the development of data visualization and communication products including but not limited to manuscripts, conference posters and abstracts, and public messaging.
- Other activities may be deemed necessary in response to the changing needs of the AIDS Institute.

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and New York State Department of Health in order to best support the New York State Department of Health in their public health programming.
This position is currently a hybrid position. CDC Foundation retains the right to make adjustments to this as required.
