Serves and the AIDS Drug Assistance Program (ADAP) Director for the WV Ryan White Part B (RWPB) Program within the Office of Epidemiology and Prevention Services- Division of STD, HIV, Hepatitis and TB Elimination.
Provides administrative and direct supervision, trains, plans, supports and directs ADAP staff for the statewide implementation of the ADAP program. Maintains all ADAP policies, procedures, trainings and manuals. Develops, tests and refines clinical benefits assessment documents and others to maximize and provide appropriate clinical medication management. Develops, implements and provides oversight for standardizing insurance purchases for People Living With HIV (PLWH) via ADAP funds.
Serve as the primary expert for insurance determinations, plans, payments, etc. for clinical and medication services. Develops and refines audit tools for subrecipient pharmacy case management. Monitors and conducts program evaluations to ensure grant outcomes are in compliance and are on track to meet objectives and regulatory requirements, as well as medication services to HIV positive clients. Makes recommendations for overall RWPB improvements.
Prepares and presents detailed reports of data, ADAP services, and other initiatives. Serves as the lead on developing and maintaining an ADAP Insurance Benefit Manager (IBM) and supporting software services. Serves as subject matter expert to internal and external stakeholders for service utilization, insurance approvals and benefit management, eligibility, case management, and others. Develops and provides oversight on resource materials, documents, and educates partners regarding ADAP practices. Develops and implements policies and procedures in accordance with state and federal law.
Located in Charleston. Travel may be required throughout the state.

Training: Bachelor's degree in nursing from an accredited college or university and four years of full-time or equivalent part-time paid experience as a registered professional nurse.
OR
Successful completion of an Associate degree in nursing from an accredited college or university or a diploma nursing program and six years of full-time or equivalent part-time paid experience as a registered professional nurse.
OR
Master's degree in nursing from an accredited college or university.
Special Requirement: Current West Virginia license or temporary permit to practice as a registered professional nurse.
