Hiring Range: $83,959.60 - $125,939.00
This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity consideration included an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirement for the job.
This role is on-site 5 days a week, 8:00 AM to 5:00 PM.

Position Summary
Manage and oversee operational
functions of County health programs to ensure quality, cost effective,
efficient, and customer-friendly services. Sr. Health Program Managers oversee
a wide variety of public health functions, including case management and care
coordination, quality improvement/assurance, public health informatics,
environmental health, community engagement, large-scale grants and clinic
operations. A senior managerial position is responsible for aligning the
strategic goals of the program(s) with the strategic goals of the Public Health
Department and the County, implementing strategies to achieve these goals,
assuring compliance with state and federal requirements and for providing
professional/technical administrative management and direction for program
managers and supervisors.
Essential Functions
• Leads the development, implementation, and evaluation of the
Mecklenburg County Public Health Department’s epidemiological initiatives and
publications.
• Conducts data analysis and reviews health indicators to
assist leadership with measuring the health status of the county.
• Performs special
studies, develops reports and attends meetings. Manages the collection,
analysis, and dissemination of public health data
• Directs the daily operations of the Epidemiology program
and provides general administrative and technical leadership of functions and
activities
• Advises the Mecklenburg County Health Director and the
executive team on epidemiology, morbidity and mortality trends, and health
risks
• Provide leadership in developing, aligning and
implementing strategic goals of the program with strategic goals of the
division, department and County.
• Participate in community-level planning to develop
partnerships with healthcare providers and areas of collaborative practice to
ensure programs’ needs are met
• Assist with identifying funding opportunities and
developing funding proposals
• Participate in the development of policies and procedures
for area of responsibility
• In the event of a public health emergency, employees may
be trained for and assigned duties unrelated to their regular work; work
outside normal business hours and workdays and/or in a different work location
may be required.
Emergency events include, but are not limited to,
communicable disease outbreaks, severe weather situations (e.g. snow or ice
storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or
power outages, and acts of terrorism.
Minimum
Qualifications
Experience:
Minimum
of six years of experience and one year of supervisory experience or completion
of an
approved
supervisory training program.
Education:
Bachelor's
degree in Public Health, Public Administration, Business Administration or
related field.

Licenses
and Certifications

Requires a valid North Carolina or South Carolina Driver's License
• May
require a Mecklenburg County Operator's Permit if required to drive a County
vehicle.
• May
require a license if in a particular clinical, social work, or behavioral
health field.
Preferred Qualifications
• Master's degree in Public
Health, public administration, business administration or a related field.
