Epidemiology

Job Description

This position is grant funded. Therefore, it is solely dependent of availability of grant funds.

Performs advanced, senior level epidemiological work. Work involves initiating, planning, developing, and directing advanced epidemiological investigations or studies requiring the implementation of policies and protocols related to the prevention and control of public health problems. Analyses disease trends and predicts disease behavior, assists with the development of emergency plans, leads training, and educational activities. May supervise the work of others. Works under minimal supervision of the Epidemiology Manager with extensive autonomy for the use of initiative and independent judgment.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. 

  • Initiates, plans, develops, oversees, and directs epidemiological investigations or studies
  • Evaluates the need for conducting disease surveillance and implements surveillance systems.
  • Designs data collections, data management, data evaluation, and data dissemination processes for epidemiologic investigations or studies.
  • Consults with hospital administrators, physicians, state and national organizations, and others on the epidemiology of diseases. 
  • Develops educational materials and training and operational manuals used in implementing epidemiology programs.
  • Develops and participates in conducting educational programs on major public health issues.
  • Develops recommendations concerning budgets, grants, contracts, staffing needs, and policies and procedures; prepares funding proposals.
  • May supervise the work of others. 
  • Prepares and presents speeches, technical reports, and briefings.
  • Reviews reports and special publications prepared by staff and oversees the preparation of special and annual reports.
  • Provides epidemiological information to the general public and news media.
  • Serves as the senior subject area expert in an epidemiologic focus area
  • Responds to public health emergencies on a 24/7/365 basis.
  • Will be required to drive a City vehicle for city business use.
  • Performs related work as assigned.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:
  • Knowledge of the principles and methods of epidemiology and related biostatistics, infectious diseases, adverse reproductive outcomes, cancer, or other chronic diseases; occupational and environmental diseases or injuries; and how causes of diseases affect epidemiological practices.
  • Knowledge of public health data analysis and epidemiological methods
  • Knowledge of advanced medical technology and other infectious diseases. 
  • Knowledge of all types of media and ability to perform basic editorial functions including layout, proofreading, editing, and copywriting.
  • Knowledge of effective public speaking techniques, including how to engage an audience, deliver compelling message, and use visual aids or media effectively in presentations.
  • Knowledge of how to interpret and present complex data in a simplified, understandable manner for various stakeholders (e.g. policy briefs, annual reports, or technical documents).
  • Knowledge in understanding of various formats and requirements for special publications, annual reports, and policy documents.

  • Skill in editing to review and revise drafts for clarity, coherence, style, grammar, and accuracy. 
  • Ability to lead and oversee the work of staff preparing technical reports and publications, providing guidance and feedback as needed.
  • Ability to build and maintain effective working relationships with others.
  • Ability to engage with public or external stakeholders, interpreting and presenting information in a way that is understandable and relevant to diverse audiences.
  • Ability to calculate advanced epidemiological biostatistics
  • Ability to write and participate in grant procurement.
  • Ability to establish and maintain effective relationships with persons from a variety of backgrounds.
  • Ability to communicate effectively and supervise the work of others. 
  • Abilit to write reports, business correspondence, and procedure manuals.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to effectively present information and respond to questions from groups of managers, focus group members, parents, and the general public.
  • Ability to plan and direct programs to plan, conduct, and report on epidemiological investigations.
  • Ability to communicate clearly and effectively both orally and in writing.

Minimum Qualifications

Required Education and Experience

  • Bachelor's Degree from an accredited* college or university in Epidemiology, Public Health, Biology, Biostatistics, or related field
  • At least three (3) years of experience in epidemiology, infection control, or related experience.


       *Council of Higher Education Accreditation (C.H.E.A.)



Proof of TB Test/Screening will be required to be presented prior to employment.

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.


As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
